Given the changes proposed under the US Export Control Reform Initiative it is likely that many UK defence companies, who may not even deal with EU dual-use controls, will have to deal with the complexity of the US Export Administration Regulations (EAR).

Moving to EAR from ITAR does not mean "no control"; in fact the risk of enforcement action against non-US companies is likely to increase in respect of items transferred to EAR jurisdiction.
